One of the most important tools in a DUI defense is the experts. At Darryl Genis, we are fortunate to have Carlos Tornes as a DUI and DMV expert. Mr. Tornes is a retired Department of Motor Vehicles (DMV) employee. While with the DMV, he was a Principle Hearing Officer. A Principle Hearing Officer is the DMV employee who oversees the DMV hearings. He has over 20 years of experience presiding over DMV Administrative hearings of all types. They include fraud license, medical conditions and DUI administrative per se (APS) hearings, which is invaluable to any of our clients facing a DMV hearing. Also in his employment with the DMV, he was a Driver License Supervisor.

Mr. Tornes received a degree in Government Administration from Moorpark College. He has also completed classes in Administrative Law, Evidence and Criminal Law through the DMV program at the University of Sacramento. Additionally, he has a Communication Management Certificate from the University of Southern California.

Mr. Tornes currently holds a Teacher’s Credential in Driver Education. He continues to further his knowledge by attending seminars in DUI defense and DMV defense. He is an asset to this law firm and is an invaluable source as he brings his many years of experience and skill to aid our clients.
